The bailiwick of Guernsey Cannabis Agency has issued its first CBD license for production

The license has been granted to Celebrated which manufacture a range of products including CBD oil and chocolate. The license will allow Celebrated to continue their existing business but it is now validated through the new system.

In a statement, Celebrated director, Tina Bolding said: “I’m delighted to have secured a licence both for our business and for the wider industry in Guernsey. We had to work hard to demonstrate the high quality and professionalism that underpins our business, which is only right in a sector whose credibility comes in part from a robust regulatory framework.”

The Celebrated company also own the island’s first dedicated cannabis store, called the Original Alternative which opened in August 2018.

Speaking with Cannabis Wealth, Ben Birrell, founder of CBD Brothers, owned by Celebrated, and strategy and development director with Haelan said: “We are delighted to have had our licence approved for CBD cultivation The team have worked hard to bring this project to fruition and we see this as a big step in our future plans. This is a key step towards our medical licence giving us the ability to provide CBPM’s for the Channel Islands and the UK market.

He added: “We have been involved in the bailiwick cannabis industry since its grassroots, having worked with the States of Guernsey to help develop licensing and legislation so we had a good understanding of what to expect. However, as with any evolving marketplace, we spent a considerable amount of time on planning and infrastructure to ensure we were able to meet the requirements of the robust licensing requirements.”

The company are planning to provide patients with cannabis that works and is cost-effective. 

Ben said: “Our plan is to provide patients with medicinal cannabis that is both efficacious and cost-effective, both on Island and in the UK. Our long-standing experience in the CBD market has given us a unique insight into the effective therapeutic uses of cannabis and we aim to use this knowledge to support this growing industry and the patients who will benefit from it.”

Cannabis is still a controlled drug within the Bailiwick but its production is allowed as long as growers have a license.

Guernsey established a licensing framework in collaboration with the UK Home Office in 2021 through a Memorandum of Understanding (MoU). Applications for licenses are reviewed by the BGCA and the UK Home Office with the potential for visits and site inspections at any time. The MoU marked a significant step in the development of the Bailiwick cannabis industry.

However, applying for a license may cost thousands of pounds. The licence to cultivate, produce, supply and possess cannabis at a specified site is listed at £7,000 while a renewal is listed as £3,500.

A previous license for medical cannabis products was granted in November 2021. The approval was granted to 4C Labs which would allow the company to construct a 40,000 sq ft pharmaceutical-grade indoor cultivation facility on the island. The company is set to begin cultivation in 2022, with the first 4C Labs Medical Flower therapeutics expected to be available in early 2023.
